It takes 1 ounce of seeds to make 1 ounce of tincture, so technically it's a 1:1 concentration, but since we only use seeds, and the highest concentration of alkaloids is contained within the seeds, this 1 ounce of tincture is more potent than 1 ounce of Blue Lotus Petals.
